During NaNoWriMo you can go to a “write in” and find other local writers that way. It’s an event where a bunch of local writers go to a certain location, like a coffee shop, and write together for an amount of time.
NaNo events are great for meeting people!
The forums have boards for geographical areas, so you can pick the closest one and see where and when events are. Write-ins are really productive, usually, but they also have socialising events too so you can talk craft and hang out rather than just focus on writing words.
I’ve actually made some really good, reliable, honest writing friends through NaNo’s forums. And the great thing about meeting them through NaNo is that they’re usually pretty excited about writing and will be happy to help you wherever you’re up to. They’re used to aiming for a goal and working at it, which can be really helpful.
I heartily recommend the NaNo forums, and if going somewhere to meet people face to face isn’t an option, their online community tends to be pretty supportive and enthusiastic too.
