Help! I finished book one and can’t get the sequel off the ground, and I’m under deadline. What do I do?

What do you do with all of the advice from Beta Readers? How do you know the gold from the fools gold? I seem to have gotten advice that is all over the map with no consistency, and most of it suggestive rather than factual errors.

What are the rules/laws of using names? I want to include the names of a few real life friends and/or people I admire as minor characters in my text, but don’t want to worry about litigation years from now etc. What are the official rules for authors on this text, if such a nebulous thing as “Rules for Authors” were to exist?
